Dr. Sachchidananda Sinha, the oldest member, was elected temporary (provisional) President of the Constituent Assembly at its first meeting on 9 December 1946, following the French practice of having the eldest member preside. Dr. Rajendra Prasad was elected permanent President on 11 December 1946. Dr. B.R. Ambedkar chaired the Drafting Committee, and T.T. Krishnamachari was a member of that committee.

Statement-I is incorrect. The atmosphere is largely transparent to incoming short-wave solar radiation, so it absorbs relatively little of it. The Earth's surface absorbs this energy and re-radiates it as long-wave (terrestrial) radiation, and it is this terrestrial radiation that heats the atmosphere from below. That is why temperature generally falls with height in the troposphere. Statement-II is correct: carbon dioxide, water vapour and other greenhouse gases absorb long-wave radiation efficiently, which is the basis of the greenhouse effect.
