Three questions from the 2017 paper, explained
Try each one before opening the answer. This is the kind of explanation you get after taking the paper: the reasoning behind every option, with sources.
With reference to the Parliament of India, consider the following statements :
- 1.A private member’s bill is a bill presented by a Member of Parliament who is not elected but only nominated by the President of India.
- 2.Recently, a private member’s bill has been passed in the Parliament of India for the first time in its history.
Which of the statements given above is/are correct ?
- (a)1 only
- (b)2 only
- (c)Both 1 and 2
- (d)Neither 1 nor 2
Show the answer and explanation
Answer: (d) Neither 1 nor 2
Statement 1 is incorrect: a private member's bill is any bill moved by an MP who is not a minister. The member may be elected or nominated; what matters is that he or she is not part of the Council of Ministers. Bills moved by ministers are government bills. Statement 2 is incorrect: private members' bills have become law before. Fourteen such bills were passed by both Houses and enacted, the last one in 1970. The Rajya Sabha did pass the Rights of Transgender Persons Bill, 2014 in April 2015, but that was the first private member's bill the Rajya Sabha had passed in 45 years, not the first in Parliament's history, and it did not clear the Lok Sabha. Hence (d).
Which of the following statements is/are correct regarding the Monetary Policy Committee (MPC) ?
- 1.It decides the RBI’s benchmark interest rates.
- 2.It is a 12-member body including the Governor of RBI and is reconstituted every year.
- 3.It functions under the chairmanship of the Union Finance Minister.
Select the correct answer using the code given below :
- (a)1 only
- (b)1 and 2 only
- (c)3 only
- (d)2 and 3 only
Show the answer and explanation
Answer: (a) 1 only
Section 45ZB of the RBI Act, 1934, inserted by the Finance Act, 2016, created the Monetary Policy Committee. Statement 1 is correct: the MPC decides the policy repo rate needed to meet the inflation target. Statement 2 is incorrect on both counts. The MPC has six members, not twelve: the RBI Governor, a Deputy Governor, one more RBI officer nominated by the central board, and three external members appointed by the Central Government. The external members serve four-year terms, so the committee is not reconstituted every year. Statement 3 is incorrect: the RBI Governor chairs the MPC, not the Finance Minister. The Governor has a casting vote when votes are tied. Hence (a).
From the ecological point of view, which one of the following assumes importance in being a good link between the Eastern Ghats and the Western Ghats ?
- (a)Sathyamangalam Tiger Reserve
- (b)Nallamala Forest
- (c)Nagarhole National Park
- (d)Seshachalam Biosphere Reserve
Show the answer and explanation
Answer: (a) Sathyamangalam Tiger Reserve
Sathyamangalam Tiger Reserve lies in Erode district of Tamil Nadu, where the Western Ghats and Eastern Ghats meet. It adjoins the Nilgiri Biosphere landscape (Mudumalai, Bandipur) to the west and BRT Tiger Reserve and MM Hills to the north-east. This makes it a key corridor for tigers and elephants moving between the two ranges. Nallamala (b) and Seshachalam (d) lie wholly in the Eastern Ghats of Andhra Pradesh and Telangana. Nagarhole (c) lies in the Western Ghats of Karnataka, so it does not connect the two ranges. Hence (a).
